Contravention code 16 is summarised as parked in a permit space without displaying a valid permit.

Parking Permit bays

Contravention code 16 shall be used for all vehicles seen to be parked in designated Parking Permit bays without correctly displaying a valid permit. A five-minute observation period will be applied.

This contravention is currently only applicable in the Pedestrian Zone area in Castle Street, Belfast and Fountain Street, Belfast.

are Blue Badge holders exempt? No

Exemptions to enforcement

Vehicles are not permitted to park in a permit space without displaying a valid permit with the following exemptions:

council/ government department in pursuance of statutory duties
emergency services (fire, police, ambulance, customs)
postal
statutory undertaking (NIE Networks, NI Water, BT, and so on)
loading/ unloading – during permitted hours
with police permission
